About the OPPORTUNITY
Opportunities now exist for dedicated Operations Subcontractor Leads to work within various areas of our Maritime Sustainment business.
These areas include:
- Blast & Paint and Insulation
- Services/Procurement Subcontracts
- Habitation & Deck Coverings
Reporting to the Operations Subcontract Manager, the Operations Subcontractor Lead is accountable to the Operations Subcontract Manager for the establishment, mobilisation, and management of Operations Subcontractors.
This role requires a level of both commercial and project management experience to develop statement of work documentation to ensure contracts are established in a manner such that they can be effectively managed in the production environment with alignment to the Make in house planned scope of work.
This opportunity will see you:
- Prepare Product or Service work scope descriptions for Make v Buy assessments and collaboratively with Supply Chain
- Develop the Operations Subcontractor Statement of Works for all Buy conclusions ensuring clear scope demarcation and alignment with the overall production build strategy, planning and scheduling to enable Supply Chain to seek suitable subcontractors for the initial Intension to Tender (ITT) process.
- In coordination with Operations Subcontract Operations project manager, supply chain and finance, develop a scope of work contract breakdown structure to enable suitable commercial contract progress & payment plans.
- In support of each Supply Chain subcontract tender evaluation, provide operations representation for clarification and amendment to statement of work for the successful contract award.
- Manage the day-to-day execution of contract continuing to succeed in WHS&E, schedule, cost, and quality to contract and program charter.
- Support the development and lead the management of all Operations Subcontractor request registers and tracking IT tools.
- Manage the Operations Subcontractor mobilisation to ensure production readiness and integration within the Shipyard.
- Manage the Operations Subcontractor workforce during the production phase, to ensure seamless integration and coordination with the overall production workforce.
- Work closely with the Operations Team and Operations Subcontractors to ensure all production work scope is coordinated safely and efficiently, to achieve the required schedule and quality requirements.
- Manage the Operations Subcontractor compliance with Operations Management processes and representation at meetings, including the Ship Plan of the Day (SPOD).
- Provide support to the Operations Subcontractor Project Manager for control account management of the Operations Subcontractors scope, including Earned Value Management, managing progress, performance, and variations.
- Work closely with the Operations Subcontractor Team and broader internal stakeholders, proactively managing the performance of subcontractors, ensuring that the Project achieves the required performance.
- Work closely with the Supply Chain function to ensure commercial management of Operations Subcontracts through effective commercial and correspondence administration including payment, milestones, variation cost & schedule claims, notices/letters, flow down of contract amendments and change requests.
- Ensure the relevant Operations Subcontract work scope, personnel, equipment, and site requirements are valid and managed for conformance to undertake the scope of work.
- Continual oversee (suitability to type of contract) of the onsite and offsite contracted work to be undertaken being aware of subcontractor performance and adherence to contract most importantly of workplace WHSE
About YOU:
- Tertiary qualification in relevant field or equivalent
- Experience in Subcontractor management and coordination.
- Strong record of planning, scheduling, statement of work, evaluation of tender documentation, contract negotiations, compliance management, and supplier relationships,
- Demonstrated experience in leadership of multi-functional teams in a complex operating environment
- Experience in working within a production environment
- The ability to communicate effectively across multiple levels of the business
- Knowledge of Shipbuilding processes and marine terminology (desirable)
- Demonstrated Experience in Earned Value Management on complex programs
- Flexible, practical minded and driven to improve current processes and solve problems
- Defence security clearance or eligibility to obtain
- Eligibility to be cleared for International Traffic In Arms (ITAR) regulations
